I'm getting confirmation that Lisa Fischer has been appointed to the East Village (Bluff) Growth Cell Review Board. Fischer, who also sits on the East Bluff Neighborhood Housing Services Board of Directors, was a part of the governing board that recently vigorously fought to save the special taxing district that homeowners of the East Bluff have been burdened with. She is the President of the Glen Oak Neighborhood Association and now she is the appointed one to fill the seat formerly held by Debbie Ritschel on the East Bluff Tiff Review Board.Mrs. Fischer is employed by the East Bluff Boy’s and Girls Club, which is a part of the Glen Oak School Neighborhood Impact Zone and the City of Peoria's Business District improvement initiative.
How do you think she will be voting?

Personally, you can look at it two ways. Mrs. Fischer lives in an area of the East Bluff that can hardly be described as "typical", and represents a primarily owner occupied area (Glen Oak Park Neighborhood Association), and also sits on the East Bluff Neighborhood Housing Services Board of Directors, so she is a well embedded member of the bureaucracy that has sat back and done nothing while these current problems accumulated. On the other hand, she just might be well enough embedded to do some good for the community in ensuring that this does not become an OSF platform for free improvements at the cost of the East Bluff residents and property owners. The failure of the Midtown Plaza TIF, and the recent insistence of OSF that led to last night's inclusion of the "Owner Consent" provision to the Historical Preservation Code are some interesting events that lead me to wonder exactly what are the long term intentions of the city with the TIF money.
Martin Palmer has informed me that Lisa Fischer has left the EBNHS Board. He also says that Maleta King, who worked closely with Mrs. Alms to bring transparency to the EBNHS Board, is no longer on the Board.
I attended the EBNHS meeting last night. Lisa Fischer is still on the board. I sat directly behind her.
