Mr. City Manager, it's time to pull in the Housing Authority...

the School District, all social service agencies, Health Department and the Peoria Police and hold them accountable for work together to find some answers to the nonsense that is happening in our streets!

I don't presume to begin to understand what it takes to manage a city, however, the recent murder of Monterrious Dillard, which was followed up by the retaliatory shooting at Taft Homes appears to be just one more glaring example of entire families spiraling out of control here in Peoria. Another glaring example, was the murder of the Billups child who was shot in his head, during a drive by, while he was sleeping. Much of the crime that we are seeing in the streets and in the school is not only gang related - it is familial.

We may be witnessing instances of not just the children being violent, but so is the mother, the father and the extended family. Local pastors are starting to be concerned about having funeral services in their church, because the probability of violence during the services.

The streets of inner city Peoria continue to be in chaos, yet all our city leaders can focus on is the facade. It appears that some people in this town hate black boys so much, that if they ever got a chance to put their hands on them, they could beat the life out of them. While families mourn their dead children, some are rejoicing as black boys are gunned down in the streets, as evidenced by this quote from a local blog:
"These stories always put a smile on my face. That's one more piece of **** now off the street. Bring on the families airbrushed RIP t-shirts paid for the link card's cash assistance -- funded by paycheck. Have you ever noticed while driving around Peoria and you see Cornelius or Demetrius or Tai-Shawwn or Little Ray-Ray walking down the road and he's turning his head with his eyes glued on you as you approach and drive past him? These ghetto ****s are so paranoid that they give "watch your back" it's literal meaning."
As the chaos in the streets continue, we can certainly expect the children who live in the inner city and matriculate in inner city schools to continue to show signs of being traumatized. We can expect that they will be acting out, as evidenced by the calls to the Peoria Police by District 150 Schools on Monday. During the time that I was listening, I heard five calls.

It's past time for an emergency meeting, Mr. City Manager, a meeting about the quality of life of the children who reside in this community. It's a quality of life that cannot be improved by a Peoria Promise, museums, a hotel, a new Zoo, or one experimental charter school.

Our inner city is in crisis, yet the only people who appear to be outraged enough to do anything about it are those that are filled with disdain for the very children who are caught in Peoria's vicious cycle of poverty.

As a home owner in the inner City of Peoria who is feeling over taxed; as a black mother with hard working children; as an African American mother who blogs about failing schools and the dying inner city, I see you Mr. City Manager...

I see you managing to find a way to turn garbage into streets, now let me see you clean up those very same crime riddled streets. I think we can agree, its going to take a lot more than a special toter from PDC.

So, Chas is now in Florida?

I must have missed the news story about Charles “Randy” Oliver becoming the Escambia, Florida, County Administrator. He started work on November 1, with his maximum salary reported to be $145,000.

Oliver most recently (2008-March 2010) served as city manager in Surprise, Arizona, a city of 118,000 citizens, 850 employees and an annual budget of $300 million. According to The Arizona Republic newspaper, he was fired on the spot on a 4-3 vote by the Surprise Town Council without giving any real reason.Source

Upon exiting the Surprise Arizona gig:
The four council members that voted to terminate Oliver issued the following statement:

When former City Manager Oliver was hired, his skills and personality aligned with the needs of the City at that time. Over the last two years, Surprise has undergone many dramatic changes and felt the economic downturn that has impacted communities nationwide. As the City has gone through these growing pains, the focus and direction of the City has changed as well. Mr. Oliver has provided adequate service during much of this time period, but our City needs to move in a different direction.

Upon exiting the Peoria gig:
When asked why he’s leaving, he responded by saying, “I have other things I want to do.” When asked “what other things,” he said “consulting.”

Upon exiting the Greenville South Carolina gig:
“I was never asked to resign,” he said. “I was terminated from a technical point of view from Lee County…Frankly, probably, the majority of the board – I’m sure the majority of the board in Lee county – would like to have me back,” he said.

News on the alleged "best City Manager the City has ever had"

Former Peoria City Manager, Randy Oliver's contract as City Manager of Surprise, AZ has been terminated so hastily that the Surprise City Council didn't care that it would cost the city about $200,000 to let him go.

In Surprise, Oliver was paid $185,000 annually and received a monthly car allowance of $583. In addition, he received compensation for moving expenses ($3,267.45) and $4,800 in temporary housing and related expenses. Keep in mind that Oliver only had a two year contract which was effective July 1, 2008 through June 30, 2010. Apparently, they couldn't tolerate him for three more months.

As previously reported by Peoria Pundit (upon Oliver's exit from Peoria), one of the knocks noted against Oliver was that "he didn’t manage employees very well". Notice that Councilmember Walcott's comment below alludes to the same thing.

Surprise City Council fires manager March 26, 2010 4:28 AM
4-3 vote ends Oliver's tenure after rocky year

Surprise City Manager Randy Oliver’s contract was terminated without cause at Thursday night’s City Council meeting.The termination without cause will cost the city about $200,000.Oliver elected to have the item heard in public.

Oliver said he was surprised because no council member had approached him to discuss it before placing the topic on the agenda. “I wish I knew the genesis behind the item before it came to council,” Oliver said. “We could have worked together to address the issues.”

Oliver acknowledged he has had to make difficult decisions in his tenure, but had never had to dismiss so many employees in his career.

Oliver gave a presentation to defend some of his decisions, including laying off what amounts to about 10 percent of the city employees, as well as reducing or eliminating employee and council perks such as mileage. Take-home pay was not reduced, Oliver said.

Oliver left the meeting after the vote. Interim Assistant City Manager George Kolb will serve as acting city manager until the city takes action on Oliver’s replacement.

Oh, the irony of it all...

Apparently the City of Peoria, Illinois has hired Scott Moore as Peoria City Manager. Mr. Moore, who was previously Assistant City Manager in Wichita, is African-American. If this City Manager will be visible and choose to live in the City, hopefully we will let him slide if he chooses private school for his children.

While the prospect of an African-American City Manager appears progressive, the irony of this situation is not lost on me. I hope Mr. Moore is not taken aback by what Peoria’s black community is facing once he sees it up close. I am referring specifically to the lack of basic city services (see no sidewalks, run down buildings, crumbling streets, etc); inadequate schools (most of which are shuttered); lack of police protection (see high crime rate in black neighborhoods); segregated dance clubs (see Club Apollo); restrictions on youth access to city events (see Carl Cannon); and limited access to quality shopping facilities (see Midtown Plaza and Northwoods Mall).
